MPPSC 2025 - High Court Summons Commission's Authorized Officer

The Madhya Pradesh Public Service Commission (MPPSC), Indore, is a unique institution in itself. It considers everyone a candidate for its examinations and does not take anyone seriously. The High Court has imposed a stay on MPPSC 2025. The court had sought information from MPPSC. Today, the commission presented a sealed envelope in the High Court. A sealed envelope typically contains confidential information declared by the government, which cannot be made public. When the High Court opened the sealed envelope, it found nothing inside—not even the requested information. Consequently, the High Court has summoned the relevant officer of the commission. On the next hearing date, the MPPSC officer, along with their lawyer, will respond to the High Court’s questions.

MPPSC SSE 2025 - Details of High Court Proceedings

The petitioner’s counsel stated that the hearing of a case related to the Main Examination of the MPPSC State Service Examination-2025 was held for the second time in the Division Bench of Honorable Chief Justice Shri Suresh Kumar Kait and Justice Vivek Jain at the Madhya Pradesh High Court. During the previous hearing of this case, the bench of Chief Justice Suresh Kumar Kait and Justice Vivek Jain had imposed an interim stay on the conduct of the Main Examination of the State Service Examination-2025 organized by the Madhya Pradesh Public Service Commission. The court also clarified that the Main Examination would not be conducted without its permission.

MPPSC Did Not Release Category-Wise Cut-Off Marks

The Madhya Pradesh Public Service Commission, Indore, was directed to release the category-wise cut-off marks for the Preliminary Examination of the State Service Examination. The High Court had asked the commission to clarify how many talented candidates from reserved categories were selected under the unreserved category. A two-week period was granted for this purpose. The hearing was scheduled for April 15, 2025. On behalf of the petitioner, Sunil Yadav from Bhopal, and others, senior advocates Rameshwar Singh Thakur and Vinayak Prasad Shah argued that the Madhya Pradesh Public Service Commission had declared the result of the Preliminary Examination for the recruitment of 158 posts on March 5, 2025. However, the category-wise cut-off marks were not released, despite this being the practice in all previous examinations.

Reservation Not Applied in the First Phase of the Examination

Disregarding various decisions of the Supreme Court and High Court, the commission did not select talented candidates from reserved categories for the Main Examination under unreserved posts. The result of the Preliminary Examination was declared by reserving all unreserved posts for the general category. To conceal this error, the commission did not release the cut-off marks for the 2025 Preliminary Examination.

High Court Made MPPSC’s Sealed Envelope Public

In compliance with the High Court’s order, the cut-off marks were presented in a sealed envelope on April 15, 2025. Upon opening the envelope, the court found that it contained no confidential documents and made it public. The court ordered that a copy be provided to the petitioner’s counsel. The state government was directed to file a response within two weeks addressing the legal issues raised in the petition. If the government fails to submit the response within two weeks, it will have to do so with a fine of Rs. 15,000. The next hearing was scheduled for May 6, 2025.

Considering the contradictory arguments of the Public Service Commission’s counsel, the court directed the commission to ensure that an officer with knowledge of the case is present at the next hearing. The High Court was not satisfied with the commission’s response and instructed it to file an appropriate response before the next hearing.
