High Court Issues Warrants Against Principal Secretary Raghavendra Singh and Two Other Officials

Bhopal, May 10, 2026
: The High Court of Madhya Pradesh has issued warrants against three officials, including senior Indian Administrative Service (IAS) officer Mr. Raghavendra Kumar Singh (1997 batch, MP Cadre). The court has directed the Superintendent of Police (SP), Bhopal, to ensure Mr. Singh is produced before the court.

Case Background: Contempt of Court The matter pertains to a contempt of court case heard by the single bench of Justice Vishal Mishra. The case originated from a petition filed by Jaiprakash Tiwari, an Assistant Manager at the District Industries Center, Rewa, regarding his promotion. Tiwari argued that he was eligible for a promotion to the post of Manager, but the department had failed to take action.

On November 4, 2024, the High Court had directed the concerned authorities to make a decision regarding the promotion within 90 days. When this deadline passed without compliance, a contempt petition was filed.

Court’s Displeasure and Action The officials named in the petition are:
  • Raghavendra Kumar Singh, Principal Secretary, Ministry of MSME.
  • Dilip Kumar Singh, Commissioner.
  • Rahul Dubey, General Manager, District Industries Center, Rewa.
During the hearing, the court noted that despite being duly served with notices, none of the three officials appeared before the court. Expressing its displeasure, the High Court issued bailable warrants of ₹25,000 each against all three officials.
